How can you ensure RIM program success?

Planning and executing an information governance/ records and information management program is an enormous step but is only the beginning of a successful implementation. What does success look like and what models and tools can be used to ensure that it is achieved?

Join the GWDC ARMA Chapter at our Spring Seminar to learn how to measure program success and identify methods of improvement.. Regardless of your industry, background or level of expertise, our speakers, who come from a variety of organizational backgrounds, have all dedicated their study and focus to achieve success in implementing compliant programs.

Our speakers will walk you through the use of various guidelines and standards, including ARMA’s GARP (Generally Accepted Recordkeeping Principles), which was developed as a general guideline for creating an Information Governance program Maturity Model against which a program could be measured.

Most organizations, including law firms, Fortune 500 companies, and non-profits are at some stage of planning or implementing a RIM program. Per a White House memo dated November 28, 2011, all government agencies are tasked with creating effective programs; and while the initial impact will be at the government level, there is no question the resulting effects will be felt by many. These programs may be for physical records only or, more often, for a mixture of electronic and physical records. Successful records management programs have common denominators across many forms of organizations. Our speakers offer a wide range of experiences involving a variety of industries and organizations.

Speaker Bios:


Sam McCollum

Sam McCollum, CRM, MBA, has international Information Governance experience as a practitioner, coach, consultant and educator. He is a frequent speaker and author of the AIIM Seminar on Records Management Leadership: “How Regulated Industries Address Records Management and Records Compliance” (February 2011) and a white paper on “Aligning Your Information Records Management Systems with ARMA International Generally Accepted Recordkeeping Principles (2010).” Sam will offer valuable information relating to Strategic Information Management (SIM), which involves building tools that will insure program success using the GARP Framework.
You will learn how to use the GARP Principles and Maturity Model to develop an Information Governance functionality. Sam will describe how, using these two tools (along with seven other supporting tools) his team was able to develop both a SIM plan and roadmap. They completed the whole process in less than 14 months after the Maturity Model was published by ARMA; and 2 months after completing the design of the additional tools to complement the GARP Principles. The separation of information governance from the RIM operations function is designed to meet auditing and legal requirements (the design and management of RIM governance requirements should be independent from the operating function of RIM in order to satisfy basic auditing principles and to address possible litigation issues). This presentation will be an overview of the process and tools used in the ‘operationalization’ of the GARP principles.


Paul Wester

Paul Wester, MA, MLS is the Chief Records Officer for the United States, responsible for the success of all the Records Management programs in the approximately 250 government agencies. The pool of government agencies covers the spectrum of business types from legal to financial to policy making. There are few topics in the private sector that don’t have a representative of some sort in the government. Mr. Wester’s agency, the National Archives and Records Administration (NARA) has been struggling with government records issues since the Depression. Formerly, NARA used onsite inspections as the primary method of assessing program success in agencies. In the past few years Mr. Wester and his team have been developing and utilizing Agency Self Assessments, which are administered and compiled each year. Agency problems are assessed and recommendations made. Inspections are sometimes made as follow-ups. Mr. Wester has studied program operational assessment at some length and has extensive experience in the area of developing the tools to discern success, and stories to tell about the difficulties and rewards of assessing many different organizations at once.



Julie Sinor

Julie Sinor, J.D., and her team gave a presentation on auditing Information Governance programs at the 2012 ARMA Convention to a standing room only crowd. Ms. Sinor, a director with PricewaterhouseCoopers, advises Fortune 500 and government agencies on developing and enhancing all components of an information governance program, including policies, processes, procedures; communications and training; and monitoring and auditing. She specializes in guiding Fortune 500 companies to achieve compliance in both traditional records management and privacy. Her session will provide guidance for records managers who are collaborating with internal audit, or other stakeholders, to audit the organization's information governance program. She will focus on how internal audit teams and records managers can 1) align records management assessments with the GARP principles and 2) audit an organization's information governance policy components and records management procedures.
Ms. Sinor earned her law degree from the University of Georgia, School of Law and her B.A. from Emory University. She is also a certified information privacy professional (CIPP) and has served on the Publications Advisory Board for the International Association of Privacy Professionals. She specializes in guiding Fortune 500 companies to achieve compliance in both traditional records management and privacy. With her legal background she can provide a thorough overview of enterprise risk management issues, and has good techniques for helping organizations assess and mediate risk.
